AbstractKajian ini berfokus pada determinan pengeluaran kesehatan sektor publik di negara-negara ASEAN yaitu indeks pembangunan. pertumbuhan manusia dan ekonomi dengan periode waktu 2000-2020. Analisis yang digunakan untuk menganalisis pengaruh Indeks Pembangunan Manusia terhadap Pengeluaran Kesehatan Masyarakat di negara-negara ASEAN dilakukan secara kuantitatif. Alat analisis yang digunakan adalah Regresi Data Panel dengan metode Ordinary Least Square (OLS). Hasil penelitian menunjukkan bahwa tingkat indeks pembangunan manusia dan populasi lansia berpengaruh positif terhadap pengeluaran kesehatan masyarakat dan tingkat pertumbuhan PDB berpengaruh negatif terhadap pengeluaran kesehatan masyarakat. Studi ini mengungkap dua isu utama modal manusia dan pertumbuhan ekonomi dimana modal manusia termasuk indeks pembangunan manusia dan populasi lanjut usia terbukti menjadi penentu utama peningkatan belanja kesehatan di kawasan ASEAN.
